PRAS-MAE
The Ministry of Environment, through the management team of the Programma de Reparación Ambiental y Social, PRAS (partner 9)wishes to strengthen its work with scientifically proven tools and finer knowledge of societal vulnerabilities resulting from oil contamination.
Since 2008, the Environment and Social Remediation Programme (PRAS) of the Ecuadorian Ministry of Environment has been, in Latin America, piloting, identifying, organising and disseminating data on liabilities related to the state oil industry in the provinces of Sucumbios and Orellana. It identifies priority areas for intervention in formulating a composite vulnerability index from four categories of indicators: environmental vulnerability, social vulnerability, oil infrastructure and sources of contamination (water, oil spills and pools). The ITT Yasuni initiative reiterates a similar position; in another example, the oil revenue redistribution policy implies an improvement in democratic governance and thus energy governance.
